There's definitely a lot of misinformation out there that can make it out like it's far more than it is. It's not a perfect product but then again, the perfect product doesn't exist. Nothing can protect against rocks and scratches and grime without fail. But ceramic coating definitely provides...
@Daktari pretty much nailed it. PPF cannot be applied on top of ceramic coating because:
PPF will not adhere to ceramic coated panels and can severely hamper performance and longevity.
Ceramic coating serves no purpose if it is covered by a layer of film. Think wallpaper on Mona Lisa's face...
I know it's your new Bronco and I hate that it was scratched but if you managed that much correction with compound, I would hit it one more time, hard, with cutting compound, then polish the whole area out.
That'll probably get it 90% and to a point where you won't notice it without trying to...
I don't think we got a before picture unfortunately. However, if you look at the right half of the second image, you can see the original, uncovered grill, and the left half has XPEL Stealth applied. You'll notice there was next to zero change in the colour and sheen.
You might be able to get away with that, unfortunately white scratches like that are often deeper than you think. Provided it isn't transfer. However if you try a decent compound, then a finishing polish it should at least even it out a little. Hopefully to where you don't notice it as much...

If you're getting quotes for a full respray at that price then that's a no brainer. If its quality work they do then certainly, that makes it a valid option.

Gtechniq I1 Smart Fabric. Have this properly installed on your soft top, either by a local detailer or you can do it yourself if you're not a silly goose, sop that soft top in this and your Bronco will be beading like a freshly waxed duck that just fell in a tub of molten butter on a hot summers...
Try getting a plastic safe all purpose cleaner. Gtechniq W5 is pretty intense and cleans very well. Spray it on the fender and take a stiff bristle brush and give it a good scrubby scrub. If it doesn't come all the way out, just repeat a couple of times, working in small sections. Wash, rinse...
Good wash maintenance, regular washing. Not letting it go for weeks in between washes, especially if it is dirty from trail use. Here in GA, we have pretty intense red/orange clay that turns to cement if it isn't washed off soon after, it also stains unprotected plastics and porous surfaces. Bug...
