According to the Axle Availability Chart, the 4.7 gears are only available on BadLands with Sasquatch. The B&P is glitched.

I may have missed previous context - but I think you mean 4.7 ratio on Badlands is only available by getting the manual transmission OR by getting the Sasquatch.
