Fender flare recall

If anyone has actually been through the recall, any feedback would be appreciated. My gut tells me that Ford thought the earlier repair for the recall was sufficient but they have now determined it wasn't. Ford has a history of similar amateur moves like this (Focus RS headgasket comes to mind, where they kept updating the repair every few months because it was never quite right even after multiple revisions).

I’m not sure what you mean by “earlier repair for the recall”

The recall is advanced notice, meaning nobody can or has had it done yet.
