I’ve got a 2d 23 BL nonsqatched with the v6. Me and my roommate both enjoy doing off-roading he’s got a 90s XJ and we were talking about how it would be easier to tow and drive than separately driving to our spot. He is adamant.
that flat towing and normal towing are different. He wants to hook up with front solid axis as a pulling location. I have no experience with either, but he’s saying sense it’s flat tow I doesn’t matter his jeep is 5500 lb or 3500lb sense it’s not towing. Basically asking if he’s actually right or completely mental. I’m sure his xj could flat tow me easily

If the towed vehicle is under 3500 you can do it, but I’m betting it’s not.

Your roommate is not mental, he‘s just lacking complete knowledge.

Tow capacity is about way more than weight pressing down on the hitch. It is about starting, stopping (including emergency braking!), cooling, and control.

Non-Raptor max tow is 3500 lbs. Believe it. His XJ is at least 4,000 lbs - take it to a set of scales at a truck stop and be surprised.

Back in the day of 55 MPH speed limits the top rated XJ was rated for 7,000 lbs - which was optimistic to say the least. As vehicles age the real numbers should be reduced due to wear & tear, cooling system clogging & corrosion, etc. If he wants to burn up his XJ to prove something that’s his privilege. But I would not advise towing his with yours; you paid too much for it just to use it up for nothing.
