Mudflap/Rock guard question

Good morning! I just got my Bronco this past weekend. The previous owner put in some mud flaps that I like but both of the front ones look like they are missing the innermost bolt. Anyone know what brand these are? Is there supposed to be a third bolt in the innermost hole for the front ones? They seem to be rattling at highway speed. Appreciate any help you can give me!

They aren't ours. But yes, a christmas tree fastener or the plastic 'scrivets'.
