Looks like your rear bumper so I'm assuming there are rocks that are chipping away at your bumper. Don't think that would be covered under warranty unfortunately

I'd clean the chips and hit them with some paint if it bothers you enough and then I'd add some mudflaps

Take off the bumper (super easy) clean it thoroughly, prep it by lightly sanding the rusted bits, and spray it with several coats of Steel-It (Google it). I have used it in multiple items (including steel bumpers) and it’s a great alternative. Bit expensive at almost $40 a can, but worth it. Good as new and long lasting. Maybe also invest in some mud flaps to minimize the chance of rocks chipping at it.

The modular front bumper on my 21 Black Diamond has some rust and the finish is coming off. These are the end caps. Faulty powder coatinf?The dealer says it is not covered?

Nothing lasts forever. You can either scuff & paint or pull the ends caps off to have them sand blasted and powder coated again. I bought new Raptor ends for fog lights and the powder coating is light in the same areas. I touched up that edge with a matte black paint pen before installing. I think the powder coat wears/lifts from the edge and spreads outward. In my case I suspect the powder coat was somewhat worn from the cardboard box/shipping. Anytime you powder coat (as I have done it myself many times with an Eastwood kit), sharp edges tend to be thinner and more susceptible to wear.
