Any lawyers or law nuts here. What does "laid on the table" mean? I was hoping for good things after it passed transportation...

The bill has been set aside. Possibly to be revisited in the future or left to rot and disappear without a vote. The insurance companies are most likely against this bill so they probably bought people to kill it.

Similar here in Illinois, vehicle enthusiasts keep trying to get rid of the front license plate requirement. There will seem to be progress and ray of hope, only to get sidelined. I give the folks credit who are trying to eliminate some of these requirements, it must be frustrating.
