Wheel spacers with lift but same tires?

Calling around to get estimates on a Fox 2.5 Perf Elite + billet UCA install. Just labor. I have all the parts. Wanting to keep the same tires (sas 35"), at least at first as the tires are still new.

One of the shops mentioned that I would have to also use wheel spacers to push the tires out. Really? I dont want poke. Tires sticking out past the fenders is not something I am interested in.
Its a highly regarded shop in the area (from what I can gather), they are quoting:
Charging $720 for labor
Charging $199 for wheel spacer (only part I do not have, which they mentioned should be purchased)

Are they just trying to add on $$$ (for parts) or does that make sense to the more experienced folk? The advice is much appreciated.

Agree with @BlueWaffle, no need for wheel spacers if you are keeping the stock sas wheels. You would only need wheel spacers or different wheels if bumping up to 37s. Wheel spacers with stock tires only gives you a wider/aggressive stance.

Does that price include an alignment? That's low even without an alignment.

You don't need spacers, that doesn't make sense with the same tires and wheels.
