They look like the bolts that secure the hard top, but with no mention of size it's hard to tell.
You could open the bag and look to see where the diagram shows they are installed.

Maybe, the only bit of added info I see is that it is for the roof rail option.
Sorry didn't read the original post just the part number. If your rails are installed then I assume these are extra. I don't remember if they're the same bolts but that's my only guess

You could probably field weld them end to end and make a new tie rodThese were in my glove box. I can’t find what they are for.
