Finally heard back from my sales person- said supposed to be mid May (just like everyone else is seeing) but will probably be longer because they are waiting on parts. Guess he felt the need to put it in simple words for me.

I thought most in the 4/11 build week got to the 4 character tear tag. I know there were a few in 4/4 who remained at 3 characters. Funny thing, some with a 3 character taggers took delivery. So it's kinda chaotic.

When you check to see if modules populated. It's originally a 3 digit tear tag and at some point may or may not turn to 4.
I have a 4 digit and I am in purgatory. I think @frankk is right that some who's haven't changed took delivery.
