Very interesting. I posed the same question recently. I've noticed it a few times now. A/C is OFF, temperature dial on "Lo". Last time I was troubleshooting, I turned the temperature dial up from "Lo" to ~75 until I felt warm air, then back down to "Lo" and then it felt like outside air temperature.
