Best (affordable) Forscan Laptop?

There are tons on amazon - but I really just want to buy one that is literally dedicated for Forscan ONLY - However I don't want it to be a turtle when reading/processing. Any advice would be great - my buddy has an ASUS laptop but i do find it kinda slow. I only want to spend about $400-is or less on it.

Go to your local computer store (IE Best Buy or Microcenter) tell you want the cheapest x64 or runs standard windows laptop. ForScan isn’t that intensive of a program, I use a 12 year old dell laptop I got for $30 off a buddy

I bought this for less than $200 to only use for Forscan. Not sure how it will hold up over the long run but it has worked fine so far. I wanted a tablet rather than a laptop because I wanted something small that I could easily use sitting in the driver's seat.
