Common usage for many people, if they will do something "by" a date, is to do it by that date, but not on that date.
Soda, pop, coke........ All "common usage" and with region-dependent meanings. If I order a coke in Seattle, I get a coke. If I order a coke in Texas they ask me what flavor because coke means pop. Or does it mean soda? Ooooo, this is getting deep!
