Yes, the lights come with a cable that attaches to the fuse box using an add-a-circuit.

Is the heating element always on or switch activated?
It is regulated by a temperature sensor and electronic thermostat. The heater is active when the truck is running and temperatures approaches freezing then turns off when the heat reaches a higher temperature than the threshold temperature.
