Is there a way to check one's priority code without the dealer?

I can't answer your question but I'd suggest you get a DORA from the dealer, signed by them. Or some written agreement about pricing that is signed by them.

Many many horror stories on here...

The signed DORA with wording about final price will be some protection against ADM and it will also have your priority code on it.

With the clusterF___ this has become, I wonder how many dealers have delayed ordering or simply kept code 99 so they could get dealer orders or canceled orders in and adm them?
With the new allotment system, I suspect some stealership shenanigans.

Yes. You can call the marketing rep for ford corporate or your area and confirm your order, priority code, and sales number. Be prepared to be on hold for quite some time though. It took me nearly an hour, but once I got through they were very quick and professional looking up my order info. This also makes sure that the dealer is not just telling you junk and confirming that Ford actually received what is said.
