I have seen these which is what I will probably get.

trying to find exterior molle panel that will mount by the rear window and attach to factory rack.

I ended up getting one of the quick fist mounts, and attached via a MOLLE carabiner. Orientation on the molle panel is vertical instead of horizontal, due to the molle panel's layout. I guess I will live with it.

I found these at an ace hardware and use them for hammers, pipe wrenches and things. I have a folding shovel with a handle that unscrews that I keep in a molle bag. Should work for what you want.
