Rear taillight wiring (strange wire)

Does anyone else have this turquoise wire running from the passenger side to the drivers side? I noticed it when I was adding Killmat but never thought twice about it. Figured it was just some weird stray wire from the factory.

So I’m in the process of adding a 6” LED light to the spare tire and was going to tap the wire in the taillight for the reverse light. But when I looked at the wires I noticed a tap from one of the wires in the taillight to that turquoise wire.

It doesn’t look like something Ford would do from the factory and I sure as hell didn't do it, so I'm wondering if anyone else has seen this.

Damn false alarm, I forgot the dealership had to install my tow package after they got it from the factory...damn I wish they would have done a better job at the wiring than this.
