Gatorback Mudflaps install challenge advice?

Trying to install front Gatorback Mudflaps and there is a bolt that the install directions don’t account for. I tried to remove but it won’t budge with a socket wrench. Best way to remove it? Trying not to have to go to the dealer for a single bolt

Just so you know I’m about to replace all the hardware on those. Since they are just black oxide… mine have already started to rust just giving you a heads up
