As many have said, use detailing clay and be sure to use plenty of lubricant with it

Rubbing alcohol shouldn't affect the paint at all even at high concentration. It's alcohol, not solvent.

as others said goof off or the likes should do the trick.

FWIW, WE agree.
However, I'm not going to recommend someone get 99% alcohol and spray it on their (relatively) fresh paint. It's not MEK or Acetone, but it's not water either.
It's good for a wax/grease remover or paint overspray remover. (or cut/splinter finder)
But it can affect some coatings, sometimes.
Particularly if they have spot-blended and buffed an area. It tends to soften up some blending agents and discolor/lift the blend, even months later.
