No. It’s not right.

Noticed 4WP on flare. Did they do some work?

Might be able to fasten back in. Too much plastic crap nowadays. . If there were mods they may have destroyed clip to hold plastic feaux bumper piece.

I'm confused. Did you install a new rear bumper or is that your bumper from the factory? It's definitely not right but I agree it looks like damage. Something scratched your body and it got pulled out of place.

Mounting flange bent? If not, loosen all hardware, align it with extra set of hands, jack, jackstands etc. then retighten...?
