Some don't want it, much easier to clean mud and dust from a bare hardtop than one with sound deadening.

I had it added, kinda disappointed with it
Mine has been on for only a week and is already “shedding”😩

No shedding here

The aftermarket versions seem to be way thicker, I'm not sure how the OEM headliner is even supposed to absorb anything.

my ordered base model 2d (hard top) has included as a line item a "sound deadening headliner" which was free of additional charge. my order summary was converted to a MY22, and maintained all MY21 included equipment.

On my BASE, I had to add it. It ended as zero cost, but it did have to be added.
Initially yes but at some point they changed that when they made it free and all models other than Black Diamond and Badlands came with it as standard.

Dealer probably just thought he had to add it.
Nope, I had to add it on the B&P (which I sent to the dealer) and he had to add it. This was right after Ford had announed it would be free for folks who converted from Mod tops, but before they officially said it would be free for everyone.

just go over it with a vacuum, it's like carpet, new carpet sheds too. I'd use the brush attachment on a vac and go at it, just don't be too aggressive, that should help a lot.

Okay, but even if you didn’t add it, you would’ve still gotten it.
