Tire noise at speed > 40 after rotate and upgrade SAS wheels

Just upgraded my wheels from the original SAS OEM "17x8.5 +30 offset" to "17x10 -12 offset".
I did rotate spare tire as well.

After swapping that, I heard rotational tire noise. "womp ... womp... womp ..." after > 40 miles.
It gets quicker at more speed.

Could this be the tire thread issue?
(since this is a mud tire, and since the wheel is wider so it exposes the unbalance thread)

I drove only 150 miles on-road, so the tire thread should still be good.
I notice the PSI was at 35. (where it should be around 40)

Probably balance, but if you did it right, it should sound like a hive of angry bees following you around. :LOL:
