Tow package constraint reason?

Does anybody know the reason why the tow package is a constraint item? It just doesn’t really make sense to me.

We’re to assume it’s a chip within the 7 pin system. Considering there are 4 pin harnesses readily available and the hitch itself is as well.

I agree with Chris. It's odd to me, but these days odd seems to be the normal.

That’s true for a lot of different things these days. I tried to look up things on the tow package this morning but couldn’t find anything. Looking around on the forums it seems as though communication is lacking a bit to say the least.
