You can have more lights for off-road, but if you want to use fog lights on the road, then you need to understand the state laws. Of course, I doubt many cops would pull someone over for their lights unless they weren’t aimed properly. But, the OP asked about “street legal”, so I answered with what I had read while looking into the same thing.

This is solid and appreciated advice.
I have seen one rig pulled over for bright-blasting oncoming traffic with flood patterned fog lights. (Not me... ) Not sure of the outcome because clearly, I was not going to pull over to see how it all worked out.

It didn't help that they could be seen from space.
