Adding fog lights to basic plastic bumper cover?

What are your suggestions on adding fog lights to the basic plastic bumper cover? I was thinking of using a nudge bar or cutting into cover. What would you do? You might have a better idea that I haven't thought about.

Or buy someone's take off bumper and ditch the plastic one.

I am in the same boat. You should be able to pop the covers off of the bumper and find cutouts/mounts for factory fog lights. Then would probably need to either dremel out a window in the covers, or just buy covers which already have windows built in.
