I placed my order in Feb 2022 and it's my first time going through the conversion.

Is this handled like I'm placing a new order? or is my original purchase agreement still effective after the conversion?

Every reorder is technically a new order, even if it's tied to a previous order so yes to protect yourself you must get a new purchase agreement in order to deal with the revised pricing and since you only ordered this year it's not necessary price protected in a roll over situation

Every reorder is technically a new order, even if it's tied to a previous order so yes to protect yourself you must get a new purchase agreement in order to deal with the revised pricing and if you still qualify for the original price protection level.
