I do not think so, the rock rails bolt to the pinch weld. That looks like it is a pinch weld cover.

You possibly could drill holes in the cover for the bolts, but still, your spacing might be off to mount the rock rail

It might fit, but you would need to modify it by drilling holes in it. I think there is a rock rail thread with install instructions, you can see how they attach
