Protection film under MIC top? Holding moisture

The following are on the driver side only. I’ve not seen this on the passenger side.
anyone want to venture what this is for ? Should it even be there??

Appears to be factory paint protection film that was poorly applied- trapping moisture.

I’m tempted to remove it but need to know what it’s function is.

Yes to protect the paint when removing tops.
