I called my dealership and they say they will need to take pics of it and send it to ford. Once they approve and send materials they will add it to the back.

I got the same situation, the dealer said the last few have all arrived with no liners. They have an open ticket to Ford for all of them.

How the hell does that make it through QC? That’s a pretty obvious error...
I see your point, but I'd be glad they passed it for something so trivial and easily added by the dealer.... otherwise it goes to the Dirt Mountain for whenever they can get to it.
Which could be months ....

Check to see if you have the insulation attached to the underside of the hood.

Here is a pic of the hood insulation on high Package and above. Some have stated they were missing theirs as well.

Was there much time between the blend date and the built email/notice?

Example:
My blend date was July 14th.
Using rotation numbers we could tell it must have went down the assy. line on July 14/15th .... it did not clear QC until Oct 1st, when I received my built notice, but the build date was listed as July 15th.

Also, It's not uncommon for one to sit a few weeks just waiting to get shipped.

I’ve read posts where their dealer ordered it no charge. Just took a bit of time to get it.

WOW!
Tough winters there in Imperial?

LOL, just joking! I was stationed in Yuma for 3.5 years!

I haven't even looked under mine. I bought it to drive the piss out of it. They call my area the rust belt for a reason. 😫
I know it will happen, it's just a matter of time and hopefully a lot of time.

I know you are probably not used to seeing it down there.
Is all of that on exhaust pipes?
