One recovery hook is is not drilled out?

Hanging out with a friend and noticed one recovery hook is drilled out and one solid? Is this the normal? As I see pictures online with people having D rings installed on both.

I’ll have to look when it’s not so cold out as to how it bolts on. Even tho I have the modular bumper I hope it doesn’t have to come all the way off. To access the bolts.
