So MAS is a contractor operating on base under the authority granted it by NEXCOM/AAFES, which any action would either come from NEXCOM/AAFES via the contractual obligations they have or would have to be resolved in a civil court.If they were operating on the installation you could make a complaint through the IG and the military exchange. If they are off base then the courts would seem to be your only recourse.
