That’s exactly why one covers it up. Without the plate you can’t obtain his home address from this picture alone.
How do they get your name a address? It may be different in every state, in Illinois you cannot get any personnel information through any source by simply providing a license plate, its proprietary information available only to enforcement agencies, unless you have a friend in enforcement and he feels its worth his job by researching this for you.

Bumped into a ford transit, literally, now were gonna see how much it is to repair. Any guesses? I get an estimate tomorrow, literally just the bumper and grill are damaged, no sensors or anything else behind them. Lucky actually. Behind the plate is where the real bend in the bumper is.


Good Grief, hook a chain up to a tree and pull it out then go buy the "O" and drive it. It'll be fine. Now you have a story to tell abour how YOU bumped into a Transit. As a bonus, you rates won't go up.

You might be surprised what is actually public record and you have access to for a small fee.
I suppose your right, everything is a money grab these days. I was trying to get information on a used car I purchased with the VIN and the past license number Illinois would not release any information. I did not look at his as public information, sure the license number is out there, but any goof today that can track you down by submitting a form for money seems like asking for trouble.

It’s not just public info requests.
It’s remarkably easy for people to track down who and where you are starting from your social media posts.
For a small fee you can purchase info online about someone and for free with some technical knowledge you can do it yourself and get even more.

Anyway be careful out there, the bad guys have access to way too much info, don’t make it easier for them.

Different states may be different, as you say. In California, fee or no fee, DMV will not provide anyone the name and address associated with a license plate without legal justification.
