Hard top seal along windshield frame

Is this seal supposed to sit on top of the hard top panel latching plate like this? I replace my 23 Black Diamond with this 23 Badlands and I’m getting excessive noise from this area that I never had on my Black Diamond hard top.

while I’m driving, I’ll put my finger up there touching the seal and it does effect the noise output that I’m hearing.
