I saw a thread where someone removed the loop and had them powder coated and put them back on

As in other threads, you can pound out the silver pin that holds the tow hook to the bracket. Takes some force, but once they start moving they will pound right out. I used a hammer and punch, removed mine and painted them and reinstalled with the same pins. There is nothing holding the silver pin in except friction. As far as replacement hooks, not aware of anything out there.
