Thats a Builtright industries frame not AIG. Its not the best placement but its also one of the few options using existing holes with the capable bumper. however if you off set the mount the other side of that backing plate it should clear the tow hook if thats your concern.

Unpopular opinion: the stock location is actually fine.

Looks like with those two bolts holding it on you could move it to another slot so it's not interfering with the tow hook. Although I don't know that you could get it so it's not interfering with the tow hook ~and~ the fog light at the same time.
