The Owners manual cautions about only removing the front or 2nd row panels. Does that make it ok to remove both and keep the rear panel in place? If it’s ok is there a lot of buffeting?

I think you're misunderstanding the warning.
It's fine to leave the rear section on and have the others removed but not vice versa.
On a 4 door the center section helps support the front 2 pieces and the rear helps support the center section.
Without the one behind, the one(s) in front can potentially be lifted by the wind.
Hopefully I explained it right.

Many times front and middle topless.

It says don't drive with just the front and rear in place or just front since there is nothing to hold down rear of front panel when center panel is not there.

You can safely drive with
Only front removed
Both front and center removed
All panels off including rear clsmshell
All panels on
