Breadcrumbs
Usually they start appearing when you are “off-road”

I had the same question. I recall these dots showed up after I activated the traffic function on the GPS. I guessed that since traffic is shown using activated Cell phone status, I just figured these dots were cell phones that are activated in residences and businesses. Hey, I’m a geezer so cut me some slack.
