Are the diode dynamic ss3 pros in yellow fog hot enough to melt snow?

Currently ideating on fog light options to provide a better driving experience when driving in heavy, wet snow.

Last weekend my OEM lights were totally covered in snow and didn’t melt at all

No. My SS3 and SSC2 pros (yellow and white) in the modular bumper get easily filled with wet snow. No chance of melting off.

There are likely no LEDs that will be good at melting snow. Not enough energy.

I read that you need DD ss3 max or morimoto hxb pods to melt snow.

Even if it melts the snow directly off the lens, the raised bezel collects snow, so the snow can still block outside of the area the lens heats. Try the cover panels for them to eliminate that, it should make them easier to clean, and might create enough of an insulated pocket that will melt snow. I'm trying them on mine, but I have some more wiring to do before I drive it again.
