I believe its the FE. One feature that comes to mind that's available on FE and not the Heritage Limited is the Front StaBar Disconnect. That is currently only available on the Badlands & Raptor trims.

Heritage Limited is basically a Badlands with these additions:
  • 2.7L
  • Sasquatch Package
  • Lux package
  • Heritage interior/exterior styling
  • Modular painted hard top
  • Tube steps
A First Edition is a maxed out Badlands with these additions:
  • 2.7L
  • Sasquatch Package
  • Lux package
  • First Edition body graphics
  • Heavy-duty modular front bumper
---

EDIT—
The "normal" Heritage trim is a Big Bend, with these additions:
  • Mid package
  • Sasquatch package
  • Front/rear steel bumpers
  • Tube steps
  • Heritage interior/exterior styling
  • Modular painted hard top

I would add that the HE-L has unique wheels and grill. There is also less availability at 1966 units per 4door and 2door (spread out over 2 model years), however, we don't exactly know how much less as final FE numbers were never published. while a total of 4471 FE's were produced for MY2021.

So to answer the OP, HE-L for the win.

Edit. There is also the case for the squared fenders/flares and single option paint color per model year on the HE-L but those aren't exactly added options but instead would make it more unique.

They did publish. 3531 4 door and 940 2 door. So combined about 500 more FE than HE-L.

FE is 2021 (maybe a few carryover but shouldn't be otherwise what the heck does First mean?)

Heritage is 2022 and only if they got built

No Heritage's for '22, try '23 and into '24.

IIRC they were building FEs right up to the end of '21 weren't they? Effectively those should be called the last edition.

Didn't the FEs also have an all black leather option that wasn't shared with the other trims? I guess both HEs do as well though.

Releasing the mod top just for the Heritage models after all that time is some next level trolling by Ford.
I still have my original order sheet for a squatch BD with mod top, stayed a 99 until the HE came out so my patience (haha) worked out.
