I did all six widows (ceramic) on my wife's Yukon and the Bronco. 70% on the windshield and 35% on all the other windows. I'm also in California. The fronts are pretty easy to see through from the outside, and there is a big contrast between those and the back windows that have factory tint with the 35% on top of it. I think this contrast is important, since it lets the officer know that you weren't trying to limo tint it and we are still visible when driving. Still against the law. I have a roll down all windows policy and keep hands visible if I'm stopped, so that might also help with how PD treats the situation. The windshield is perfect, I can see out with no issue.
As others have said, check your local laws. Some places it's a no-no without a doctor's prescription, others have limits on what can be done even then.
I would personally avoid the windshield if you're going to be driving after dark. As others pointed out, tinted windows are harder to see out after dark, so it becomes a safety concern. My FIL had a pickup with the side windows tinted to match the rear windows, and I hated driving it after dark - it sucked.
I agree about the law part, but a 70% tint on the windshield doesn't make a perceivable impact on visibility. In a perfect world, if you were able to jump from one car with and the other car without while dark, you can see for your self. I have a Denali (only factory tint) pick-up and my wife has a Yukon, both 2025s, and I went from one to the other after the Yukon was tinted, and the difference is tough to tell at night.

ok, so my two cents. If you have old man eyes, do not tint the windshied. If your are worried about being pulled over, do not tint the windows. If your state is anal about a tint, once again, dont tint. Myself, I have a tint on all my vehicles. Windshield and windows. I have the ceramic tint. Helps a ton to keep the vehicle cool and cuts down on the glare. Am I illegal in my state ? maybe, but I also didnt go Limo dark. I have had zero problems with the police and I have zero issue seeing thru my windshields. I am a old guy, but my vision is perfect. Common sense.

Updated question - Thank you all for your feedback! If I were to get the 70% ceramic on the windshield, does that generally protect from chips? As many of you have mentioned, I would hate to pay for the windshield tint and then have to get it replaced right away.
