If you add height and do not change the pitch /rake of the vehicle you're not going to change the lights. Seems perfectly logical to me....

Why would adding height in and of itself cause you to lower the angle of your lights? That would mean the higher you go the less you are allowed to see.
From a practical or legal stance I can see limiting the height of the headlight to no more than X from the ground -- to avoid the kind of blinding of passenger vehicles you mention
