What's the difference outside of appearance?

You can unbolt the wings of the Modular. The Capable comes with fog lights and D-rings. Modular has hooks instead of D-rings.

Any noticeable weight difference between the two?

I can tell you when I replaced the capable bumper on my WT with a mod I could take the capable bumper off myself, no problem, the mod required two people, I don't know the exact difference but it seemed to weigh a ton.

When you removed the capable bumper, can you use the mounting brackets from the capable bumper on the modular bumper? I have found a few mod bumpers for sale but most of them are missing the brackets and tow rings. The brackets are item 20 in the diagram below.

I switched from a standard (plastic) bumper to modular and was able to use excising bracket and the same 3 bolts on each side. Should be the same for all 3 bumpers. If the tow rings are missing, you may need to purchase to complete the install.

Your right. I just looked up the mounting bracket part number for the capable bumper and it’s the same as the modular. I will have to buy the tow hooks separate it looks like.

I got the capable because I wanted stock fog lights for the factory switch. In hindsight, I wish I had the modular because adding the factory switch is much easier than swapping out to the modular, and the modular has a ton of aftermarket support and add-ons ;)

The don’t sell any legitimate aftermarket bolt on accessories for the Capable bumper.
