the dismounted portions (at least in NH) were very uneven and often steep/slick

How far away from Marble Falls are you? If you're near enough to visit, I would strongly encourage you to visit beforehand. The staff are very friendly, so I think they would try to assist you if they can. Also, calling can clarify some of what I don't recall that well.

There's four parts to the Texas facility:
  1. Main facility - I believe you can get around here in a scooter. It's got wide doors and IIRC, the bathrooms are accessible. However, that's from recall more than knowing. The front has steps but there must be a ramp around somewhere on the sides/patio area. I know there's a hallway to the restroom with a turn. I don't recall if the main doorways have a post between the double doors or not.
  2. Demonstration area - This is an area you walk to that is where they show different aspects of the Bronco's off road abilities, like off camber w/diffs on, etc. It's next to the main facility. I don't know if a scooter can get around this too much; I recall a lot of sand. But it's possible.
  3. Trails - As long as you can get in a regular (supplied) Bronco, you will probably be fine here. If you off road in groups already, you probably already know.
  4. Trail facility - There's a part in the afternoon where you go to a remote facility that has a restroom and overlook on the area. You may not make this very easily. I recall having to walk up an embankment. But I would ask if there's a way to park by the restroom area.
Here's a walkaround of their facility, which is closer to how I went, I think some of the terrain parts have changed but there are roads like where you get in your Bronco:

I think you would be fine in Moab. The staff is great and I am sure that they would make it work. There was very little walking.

We had a guy with a mechanical leg (which cost about as much as a Bronco), he went as a passenger in the first leg of the event (training course), then drove the rest. There was one 10-15 minute photo op that, that I think you'd have to skip

I remember getting out to scout the routes before driving through them. And the lunch stop involved a bit of walking around. But I also expect that the staff there could make it work.

Maybe it was just our guide but most of the scouting was just standing and pointing. Lunch was a big flat area with table set up behind the guides rig.

Called the 800 number today. They said they’d accommodate me. They even had had control options (which I don’t need). Just requested to let them know what special needs I have before arrival.
Did you decide on a location? Some sites are more accommodating than others due to the terrain and course layout. But no matter which location, BOR staff are top-notch and are understanding.

Probably Texas but they did say that New Hampshire and Nevada locations would be the most difficult for me.

I would have recommended the Texas location for your needs. The morning orientation from the Base Camp lodge progresses to the "sluice box" which is adjacent to the lodge. It consists of stations that are scaled to demonstrate a specific function. As a group, you walk to the different stations and then head back to the lodge for a last minute water/restroom break before getting into one of the Broncos. You'll then drive with minimal stopping/getting out until lunch back at the lodge. Afternoon, more driving with some obstacles where they encourage others to watch before tackling the obstacle in the Bronco i.e. Texas Two Step. More driving to a scenic overlook that has concrete sidewalk, restrooms, refreshments. More driving to finish up the day on their "Baja Course". And then back to Base Camp lodge for dinner.
