When is an engine block heater really needed?

I've never used mine.

Diesels absolutely need block heaters. Gas cars, not as much.

I've read below -4F is when you want to use a block heater.

When I spec'ed mine, I added it. We've only had one sub-zero day, but for less than $200, I'd rather have and NOT need it than to wish i had it and have needed it.
