you could build a 4" platform and use a ramp that slides underneath the lip. I have a GSD with 3 1/2 legs and I can't let her jump. She hates the steps but will use the ramp.

You gotta think outside the box on this problem. Teach the St. Bernard to drive, and you get in the back seat.
Well, She still has to get up there...

If you plan on making a flat deck, just leave a cutout to slide your foldable ramp into.

Kinda what I was thinking.

Our Dane is finally jumping in, but prior to that she used the ramp. At 170lbs you couldn't push or pull her up. What worked was a plastic fold out table with the legs unfolded but not extended. It cut the hight in half so she could step in. Then I would have to slide the table on its side and use a Bungie cord to hold table along inside back window area. She's a weirdo.

Add a 2" "level kit" to the front, you'll have the Carolina squat going, but no problem loading the pups. No need to thank me........

OK folks I need a little help here. I have two large dogs and I’m waiting on my four-door Sasquatch. My goal is to put her on 37 inch tires but I need a pull out ramp so that my dogs can climb in with these. I plan on removing the backseats completely and just making a flat deck for them anyway. Any thoughts here? I’m willing to pay a fabricator in Southern California to help me out here…
Do you have a tow hitch? Get one of these- They swing under the bumper for storage, rated at like 500lbs. Bronco Rik has one for his giant dog. That cable is not part of it. That is an outdoor leash.

Obviously you've never had a Saint Bernard. And lifting 200 lbs is not an option.
I lift my English Mastiff in to the back of mine. She helps by getting her front paws in the back, and I only need to lift the back half. Probably only 65% of her weight, so 130 lbs, or so.
