Offset refers to the centerline of the wheel, and how much the tire centerline is offset from it. The rim width doesn't affect that.....
CGW- I know very little about the interplay between offset and wheel width - are you saying that the offset will depend on the wheel width? If I went with a 8.5 wide wheel, is there a limit to the offset? Would I have more positive offset choices with an 8 wide? Thanks for any help - trying to understand this issue better

+55mm moves the tire in 55mm, irregardless of whether it's a 7" or 8" wide wheel. An 8" wheel would have a little more depth to the dish than a 7" wheel. Therefor a wider rim would have more dish and more of an old school look.
Manufactures also use the term 'backspace' when describing the offset....that DOES depend on the rim width.... that gets more confusing and I'd rather not complicate this discussion!
