Are there any Mud Flaps for the non Sasquatch with tube steps?

So far pretty much all I see available is either for base fenders without the tube steps or rock rails, or Sasquatch flares and the tube steps or rock rails, is no one making any no-drill mud flaps for the base fender flares with the tube steps or will I have to cut a hole in the $50ish Ford plastic front flaps that don't fit either the rock rails or the tube steps, despite the accessories page showing it installed with the rock rails.

The tube steps interfere with the wheel well mounting lip as factory installed and I don't want to modify the steps by damaging the end caps but want to protect the paint on the side of my Outer Banks.
