2.3 7 speed manual big bend 4 door hardtop
4" lift 37x12.50R17 BFG All Terrain C rated
mix 40% city 60% hwy showing 16.8mpg for last 500 miles, however haven't adjusted speedometer yet for 37s so mpg is off
premium gas

That's not bad at all given the tire size (weight) and lift. What elevation are you at?

2.3 Manual Badlands Non- Sas got 22 MPG on trip from NY to Boston, frequently @ 80 mph, dropping down to 4th for high speed passing on inclines and some stop and go traffic. Will see how it changes when I go 35s.
