Others will chime in. But I’m sure less capable vehicles are driving around your area in the winter. In my opinion yes. Just because I believe a 4wd should have all the options within reason and budget to take full advantage of being a 4wd.
4WD and AWD are separate from front and rear lockers. The Bronco handles much better with Advanced 4WD (like AWD in typical crossovers and SUVs). So, I recommend A4WD. But lockers are for off-roading, and if @freebob is a "light off-roader," he won't use it. I do lots of rock crawling in Moab and am a "use it if I have it" person and I don't use the front locker much. The rear lockers is absolutely helpful a lot.

You need that ol' lock in the front where I play, wet, mud covered rocks most of the year, silt covered when not, sometimes add that ice on top.
