How do they know what number to put on the #XX of 7000? Plate

I had a very rare Trans Am in the mid 90s, a Pontiac Trans Am Comp T/A. The plaque read #38/200 but there were only 168 built. I actually sold it to a good friend to help finance the Bronco purchase and free up garage space. It was identical to this one.

I get that, I have seen the plate on the Bronco up for auction today. The point is, if they make fewer than 7,000, then how can the plate say “1 of 7,000” ? Doesn’t make sense. If they only end up making 5,500 then the plate should reflect that, no some arbitrary number.

They should just number them, and leave it a mystery the exact total they made.

The bronco at BJ is a preproduction model. They will know final production numbers of the first edition April 8th.
